House Education Committee defer HB1291

PIERRE, S.D.(HubCityRadio)- The South Dakota House Education Committee heard testimony on HB1291.  The bill amend the process for calculating a school district’s general fund base percentage.  The main focus was how much schools are paying for insurance.

Prime Sponsor was District 23 Representative Spencer Gosch who talked about an amendment he put into the bill.

Gosch state an example of the Sully Buttes School District.

Opposing the bill was Steven Kohler with the South Dakota Bureau of Finance and Management.

South Dakota Secretary of Education, Joe Graves also opposed this and questioned whether this will lead to a decrease in cost for insurance.

Representative Gosch was given an opportunity to respond.

Following committee discussion, a motion was made to pass the bill out of committee and that failed on a 8-6 vote.

The motion was made to send it the 41st day.  House Education Chairman, Representative Lana Greenfield who opposed passage, voted in favor of the 41st day but believes a summer study should be done to look more into this.

The bill was sent on the 41st day on a 8-6 vote.
