South Dakota House vote in favor of HJR5001

PIERRE, S.D.(HubCityRadio)- On Tuesday, the South Dakota House of Representative debated on the floor HJR5001.  The resolution would put to the voters a constitutional amendement to not authorize eminent domain for private gain.

District 23 Representative Spencer Gosch primed the bill.

Speaking on the floor opposing the bill was Representative John Hughes of Sioux Falls.

Representative Greg Jamison offered an amendment to the resolution to add one word to that.

Opposing the amendment but supporting the bill was District 3 Representative Al Novstrup.

After the debate was done, a vote was made on the amendment and a little controversy evolved as Speaker Pro Temp Karla Lems of Canton misunderstood the parlimentary rules regarding votes on amendments.

Speaker of the House Jon Hansen spoke in favor of the bill and believe this will challenge the Supreme Court ruling on Kelo vs New London.

Also speaking in favor was Representative Will Mortenson of Fort Pierre.

The South Dakota House voted 62-5 in favor of the resolution.  This now moves to the South Dakota Senate.
