Senate State Affairs Committee defer SB1 to the 41st day

PIERRE, S.D,(SDBA)- The Senate State Affairs Committee voted Monday to send Senate Bill 1 to the 41st legislative day.  The bill amend the process by which moneys are distributed from the employer’s investment in South Dakota’s future fund.

Supporters argued the bill would lock in oversight protections that executive orders can’t guarantee.

Republican Sen. Kevin Jensen of Canton told the committee those protections need to be written into law.

Opponents pointed to an executive order issued last week by Gov. Larry Rhoden outlining Future Fund protocols, saying additional statutory requirements could slow economic development.

Republican Sen. Steve Kolbeck of Brandon said accountability already rests with the governor.

Republican Senator Carl Perry of Aberdeen when this was voted on the first time supported this.  On Monday, he changed his mind & voted against it.  He expains why.

The committee voted 5–4 to defer the bill to the 41st day
