
ABERDEEN, S.D.(HubCityRadio)- On Tuesday, Governor Larry Rhoden delivered his 2025 Budget Address. Two members of the Appropriations Committee representing northeast South Dakota appeared on KSDN to reacted to that address. District 3 Representative Al Novstrup & District 23 Senator Mark Lapka who are both Vice-Chairs of their respective chambers comment on the Governor’s speech.
Prior to the speech, both were part of Committee meetings addressing two key topics.
Senator Lapka talks about the situation involving the Miller and Frederick School District involving overriding their caps.
Representative Novstrup comment on the opioid money agreed to be sent to the state.
Onto the budget address itself. Both gave their overall impression of the budget address.

Representative Novstrup compared Governor’s Rhoden address to addresses delivered in the past.
Novstrup was asked about any potential cuts as suggested by some members of the South Dakota Legislature.
Senator Lapka talked about the issue of school choice funding which is something that President Trump implemented with one of his executive orders.
Lapka commented on the fact that the “Big 3″(healthcare, education, state employees) are going to see no increase in funding based on the Governor’s budget.
Governor Rhoden toward the end of the speech left 14 million dollars for the legislature to do with. Both commented on what to do with that.
