Governor Rhoden establishes secure standard reporting system

PIERRE, S.D.(Press Release) – On Monday, Governor Larry Rhoden signed Executive Order 2025-04, which directs the establishment and enforcement of a secure standard reporting system for state employees and supervisors, months ahead of when two new state laws will be in effect.

“Under my leadership, South Dakota will have a government that is accountable and responsible with taxpayer dollars, and this Executive Order is an important step forward,” said Governor Larry Rhoden. “During the Noem-Rhoden Administration, we took decisive action to ensure government integrity, and I am proud to carry that mission forward.”

The Executive Order ensures secure and efficient reporting through the following means:

  • Instructs the Bureau of Human Resources and Administration (BHRA) and the Bureau of Information and Telecommunications to create a secure standard reporting mechanism;
  • Encourages employees and requires supervisors to submit reports of improper governmental conduct through the standard online reporting system to the Attorney General and Auditor General, as required by SB 62; and
  • Directs BHRA to create and implement training to ensure all state employees and supervisors are informed of the obligations and protections encompassed in SB 62 and SB 63.

The order further advances the many government accountability measures that were implemented during the Noem-Rhoden Administration, and it implements the provisions laid out in SB 62 and SB 63, which Governor Rhoden signed this past legislative session after collaborating with Attorney General Jackley to achieve passage.
