Minnesota OKs 28-mile CO2 route for Summit Carbon Solutions

SIOUX FALLS, S.D. (KELOLAND) — A 28-mile carbon dioxide pipeline route in the state was approved Thursday by the Minnesota Public Utilities Commission, Summit Carbon Solutions said in a news release.

The route is one piece of Summit’s proposed routes in the state. It is part of a planned 2,800 mile route that includes more than 450 miles in South Dakota. Summit would capture CO2 at ethanol plants and transport it by pipeline for burial in North Dakota. Summit has also said that CO2 can be used by several industries.

The approved Minnesota route is the Otter Tail County and Wilkin County CO2 pipeline route, according to the PUC. Those counties are in northwestern Minnesota. Wilkin is at the border with North Dakota and Otter Tail is next to Wilkin. The Green Plains Ethanol Plant in Fergus Falls in Otter Tail County is a partner in the Summit pipeline.

A longer route includes western central and southern Minnesota. Summit has not yet applied for a permit for that route.

Summit CO2 pipelines have been approved in Iowa and North Dakota.

Summit Carbon Solutions also announcing that it has received three Class VI sequestration permits from the North Dakota Industrial Commission (NDIC), marking a critical step forward in the Midwest Carbon Express project. These permits authorize the safe and permanent storage of carbon dioxide (CO₂) in North Dakota’s deep saline geologic formations, further establishing the state as a leader in carbon capture and storage (CCS) innovation.Summit has re-filed a permit application with the South Dakota PUC. South Dakota had rejected a prior application.

The South Dakota Public Utilities Commission has set a 5 p.m. CT deadline on January 24, 2025, for people, businesses and organizations to file as potential interveners in the latest permit application for the CO2 pipeline.
